In its contacts with the Chinese authorities, the EU has called upon them to ensure that the human
rights of the Tibetan people are respected, including their right to freedom of expression and freedom
of assembly, as well as to enjoy their own culture, to practice their own religion and to use their own
language. The EU has also urged the Chinese authorities to allow unrestricted access by foreign
diplomats and journalists to all Tibetan autonomous areas.
Both publicly and in private, the EU has consistently supported the resumption of the dialogue - on the
basis of the Dalai Lama's Middle Way approach ("Umaylam") - between the Chinese authorities and
the Envoys of the Dalai Lama, which has been stalled since early 2010.
