Human Rights in the World in 2009 and EU policy on the matter
European Parliament resolution of 16 December 2010 on the Annual Report on Human Rights in
the World 2009 and the European Union's policy on the matter (2010/2202(INI))
The European Parliament,
–
having regard to the eleventh European Union Report on Human Rights and Democracy in the
World covering the period from July 2008 to December 2009,
–
having regard to Articles 6 and 21 of the Lisbon Treaty,
–
having regard to the Universal Declaration of Human Rights and to all relevant international human
rights instruments,
–
having regard to the United Nations Charter,
–
having regard to all United Nations human rights conventions and the optional protocols thereto1,
–
having regard to regional human rights instruments, including in particular the African Charter on
Human and Peoples’ Rights, the Optional Protocol on the Rights of Women in Africa, the American
Convention on Human Rights, the Arab Charter on Human Rights and the ASEAN
Intergovernmental Commission on Human Rights,
–
having regard to the entry into force on 1 July 2002 of the Rome Statute of the International Criminal
Court (ICC) and to Parliament’s resolutions related to the ICC2,
–
having regard to Council Common Position 2003/444/CFSP of 16 June 2003 on the International
Criminal Court and to the Council's Action Plan following up on the Common Position; recalling the
essential role of the ICC in preventing serious crimes within its jurisdiction;
–
having regard to the commitment of the European Union to supporting the effective functioning of
the ICC;
–
having regard that it is the duty of every State to exercise its criminal jurisdiction over those
responsible for international crimes,
–
having regard to the European Convention on Human Rights and the ongoing negotiations on the
EU’s accession to the Convention,
–
having regard to the Charter of Fundamental Rights of the European Union,
